China RoHS

Basic Introduction:
On January 21, 2016, the Ministry of Industry and Information Technology of the People's Republic of China announced the "Administrative Measures for the Restriction of the Use of Hazardous Substances in Electrical and Electronic Products", namely China RoHS 2.0, which came into effect on July 1, 2016.


Scope of Control:

Electrical and electronic products, relying on current or electromagnetic fields to operate or for the purpose of producing, transmitting and measuring current and electromagnetic fields, equipment and ancillary products whose rated working voltage is not more than 1500 volts for direct current and 1000 volts for alternating current.

 

The "Administrative Measures" adopts the "two-step" working idea, that is, the "first step" only requires the declaration of information on hazardous substances for products within the scope of the "Administrative Measures", that is, products produced on and after July 1, 2016. Electrical and electronic products shall declare information on hazardous substances in accordance with SJ/T 11364, and the "second step" is to implement hazardous substance limit requirements for products that have entered the "Management Catalogue for Restricted Use of Hazardous Substances in Electrical and Electronic Products". The product must meet the limit requirements specified in GB/T 26572 from the date of implementation (unless it is exempted from relevant applications).


On March 15, 2018, the Ministry of Industry and Information Technology of the People's Republic of China issued the "Management Catalogue for Restricted Use of Hazardous Substances in Electrical and Electronic Products (First Batch)" and the "List of Exceptions to the Application of Restricted Substances in the Catalogue for Compliance Management", which have been announced since It will take effect one year after the date (i.e. March 15, 2019). The first batch of compliance management catalogues include the following 12 categories of electrical and electronic products:

• Refrigerator

• Fax machine

• water heater

• Air conditioner

• TV set

• Printer

• Microcomputer

• washing machine

• Monitor

• Mobile communication handsets

• copier

• Telephone stand-alone


Limit

• Lead and its compounds: 0.1%

• Mercury and its compounds: 0.1%

• Cadmium and its compounds: 0.01%

• Hexavalent chromium compound: 0.1%

• Polybrominated biphenyls (PBB): 0.1%

• Polybrominated diphenyl ethers (PBDE): 0.1%

• Other hazardous substances specified by the state


Labeling Requirements

All applicable electrical and electronic products sold in China are marked with one of the following two labels according to whether the products contain any harmful substances.

• The green "e" mark indicates that the product does not contain harmful substances and is a green product that can be recycled and reused.

• An orange "number" symbol indicates that the product contains certain hazardous substances, but it is safe to use within the period indicated in the center of the label, the Environmentally Friendly Use Period (EPUP), after which the product should be recycled . Manufacturers and importers should also list the declaration form according to the "SJ/T 11364-2014" standard, which lists the hazardous substances present in the product.
