  • UAE ECAS Certification

    Certification Introduction:

    The UAE's product quality regulatory authority is ESMA (Emirates Bureau of Standards and Metrology). ESMA has developed a set of "UAE Product Certification Scheme" to ensure that products meet international standards and have independent assurance of quality and safety. According to the announcement issued by ESMA in the United Arab Emirates, products (including electrical and electronic products) within the scope of ECAS registration and certification should be marked with the ECAS logo and NB number. From May 1, 2019, all ITE information products and AV audio and video products entering the UAE must apply for mandatory ECAS certification.

    Certification Significance:

    The ECAS certification scheme guarantees compliance with approved standards for products entering the UAE, not only in terms of product quality but also in terms of safety. All products related to public life, health and safety, and products that affect the environment and the UAE economy are included in the scheme. In addition, ECAS will include locally produced products in the program to ensure the quality of these products and make them competitive in the global market.


    Applicable Product Range:

    The scope of the ECAS program includes electrical, electronic and gas appliances, machinery, automotive, building and construction, cosmetics and food and other industries, such as: electrical/electronic products including Energy Efficiency Standard Labeling (EESL), Restriction of Hazardous Substances (RoHS), Potential Electrical equipment in explosive atmospheres (ECASEx), lighting products and low voltage equipment (LVE).

     

    ECAS certification not only includes safety, but also covers possible aspects such as safety testing, performance testing, functional inspection, and hazardous substance testing of electronic appliances (but does not include wireless testing, which is controlled by TRA certification). Generally speaking, ordinary electrical products only have safety testing requirements, but air conditioners, refrigerators, washing machines, and lamps are also subject to EESL energy efficiency control and require energy efficiency testing. Lamps are special and have four test requirements. Therefore, if the controlled lamps and lanterns are exported to the UAE, they must complete the reports of the four test standards and submit them together, apply for a COC certificate covering the four standards, complete the EESL registration, and affix the energy efficiency label before they can successfully clear customs and enter the UAE market.

    UAE TRA is an agency that regulates radio and telecommunications communications. According to TRA's regulatory requirements, all radio and communication equipment sold to the UAE market must obtain a model license. The applicant for certification must be a local company or a foreign company, but the applicant must be registered with TRA to supply in the UAE.

    Regulatory Updates:

    The Telecommunications Regulatory Authority (TRA), the UAE regulator, has published a circular on 17 June 2020 about new labelling requirements for TRA-certified products: the TRA Declaration of Conformity Card (Type Approval System Conformity Mark).

    At present, the control scope of mandatory product qualification certification mainly involves IT and home appliance products, and other categories of products are gradually included, such as: mobile phones, tablet computers, Bluetooth headsets, Bluetooth speakers, projectors, wireless chargers, massage instruments and other products.

    What is The Gulf Conformity Marking (G-Mark)?

     

    The Gulf Conformity Marking (G-Mark) confirms the compliance of industrial products with the GCC technical regulations and safe for consumers to use and facilitating the free movement of commodities across borders within the GCC member states, GCC member states includes: Saudi Arabia, United Arab Emirates (UAE), Kuwait, Bahrain, Oman, Qatar and Yemen.

     

    Any product amenable to the GCC technical regulations should bear the GCC Conformity Marking and GCTS (Gulf Conformity Tracking Symbol) to be put on the GCC markets, which consists of the G-Mark and a QR Code.

  • Iran VOC Certification

    Basic Introduction:

    Iran's certification export COI (Certificate Of Inspection), Chinese for compliance verification, is the relevant inspection of Iran's import compulsory legal inspection requirements. When the exported products are within the scope of the COI (Certificate Of Inspection) list, the importer must inspect and issue a certificate in accordance with the Iranian national standard ISIRI when customs clearance is carried out. To obtain certification for exporting to Iran, it is necessary to carry out relevant certification through an authorized third-party agency.

     

    Most industrial products, equipment and machinery imported into Iran are required to follow the mandatory certification procedures established by ISIRI (Iranian Standard Industrial Research Institute). Iran's import regulations are complex and require a lot of documentation support. For details, please refer to the Iranian Compulsory Certification Product List to understand the products that must undergo the ISIRI "Conformity Verification" procedure. The products mentioned in this list can obtain the certificate of conformity (Certificate of Conformity - CoC) issued by ISIRI only on the basis of the "conformity verification" provided by the inspection company recognized by the Iranian government; and the certificate of conformity issued by ISIRI, It is a necessary document for customs clearance of goods imported. As an importer, you must confirm with the competent authorities of the Iranian government whether the products it imports must follow the compulsory certification process and provide the relevant documents required for certification.

     

    Iran VOC certification (Verification of Conformity) is conformity certification, which means Iran's mandatory conformity assessment procedures. The Iranian Institute of Standards and Industry (ISIRI) is authorized by the Iranian government through a ministerial decree to manage the quality of goods imported into Iran to protect the safety, health and environment of the public, and to prevent low-quality products from impacting related industries, and based on the results of random inspections Issue the customs clearance certificate issued by the Iranian customs.


    Commodity Inspection Requirements:

    Before the goods are produced and packaged and ready to be shipped, an appointment should be made with the inspection agency 3 working days in advance for an inspection date. For goods that need to be issued a VOC certificate, inspection and testing must be arranged at the production plant.

     

    The inspection of goods mainly includes the following aspects:

    1) Model, specifications and parameters;

    2) Appearance quality;

    3) Testing of physical and chemical properties, mechanical properties, electrical properties and other indicators (witness testing or sampling for testing);

    5) Packaging;
