MIC Issues Draft Circular on IMT !

The Ministry of Information and Communication (MIC) of Vietnam issued a Draft Circular on national technical regulations for Electromagnetic Compatibility for land mobile radio equipment and land radio trunks on February 5, 2024. The Draft Circular will be open for comments until April 5, 2024.

 

 

CIRCULARS

Planning for frequency bands 880-915 MHz and 925-960 MHz for Vietnam's IMT public land mobile communication system

 

Pursuant to the Law on Radio Frequency dated November 23, 2009; Law amending and supplementing a number of articles of the Law on Radio Frequency dated November 9, 2022;

 

Pursuant to Decree No. 48/2022/ND-CP dated July 26, 2022 of the Government regulating the functions, tasks, powers and organizational structure of the Ministry of Information and Communications;

 

Pursuant to Decision No. 71/2013/QD-TTg dated November 21, 2013 of the Prime Minister promulgating the National Radio Frequency Spectrum Plan; Decision No. 38/2021/QD-TTg dated December 29, 2021 of the Prime Minister amending and supplementing a number of articles of Decision No. 71/2013/QD-TTg dated November 21, 2013 of the Prime Minister The government promulgates the National Radio Frequency Spectrum Plan;

 

At the request of the Director of the Radio Frequency Department;

 

The Minister of Information and Communications promulgates the Circular Planning the 880-915 MHz and 925-960 MHz frequency bands for Vietnam's IMT public terrestrial mobile communication system.

 

Article 1. Scope of regulation and subjects of application

1. Adjustment range:

This Circular plans the 880-915 MHz and 925-960 MHz frequency bands to deploy public  terrestrial  mobile  communication  systems  according  to  IMT standards [1] (including IMT-2000 mobile communication systems). , IMT-Advanced, IMT-2020 and subsequent versions, following the definition of the International Telecommunication Union - ITU).

2. Subjects of application:

This Circular applies to organizations and individuals participating in the management and use of radio frequencies; organizations and individuals that produce, import, and trade radio equipment for use in Vietnam.

 

Article 2. Planning content

 

1. Plan for the 880-915 MHz and 925-960 MHz frequency bands from September 16, 2024 to September 15, 2026 as follows:

 

a) The 880-915 MHz and 925-960 MHz frequency bands are used to deploy public terrestrial mobile communication systems according to IMT-2000 standards and subsequent versions according to the split duplex transmission method. by frequency (hereinafter referred to as the FDD method [2] ); The existing GSM standard mobile communication system operates on the 880-915 MHz and 925-960 MHz bands which are only used to maintain voice and text message services for mobile communication terminal users. operates according to IMT-2000, IMT-Advanced standards;

 

b) The 880-915 MHz band is reserved for the uplink band, divided into 04 blocks B 1 , B 2 , B 3 and B 4 with widths of 10 MHz, 8.4 MHz, 8.2 MHz respectively and 8.2 MHz;

 

c) The 925-960 MHz band is reserved for the downlink band, divided into 04 blocks B 1 ', B 2 ', B 3 ' and B 4 ' with widths of 10 MHz, 8.4 MHz, respectively. 8.2 MHz and 8.2 MHz;

 

d) Limit the maximum total bandwidth that a licensed organization uses in the 880-915 MHz and 925-960 MHz bands to 2x10 MHz according to the FDD method;

 

d) organizations licensed to use the frequency band in the bands 880-915 MHz and 925-960 MHz are responsible for coordinating with each other to prevent and handle harmful interference;

 

e) In order not to cause harmful interference to other radio systems licensed to operate in some areas in the bands 880-915 MHz and 925-960 MHz, organizations licensed to use frequency bands in the band Technical solutions must be implemented to handle harmful interference according to the instructions of the Ministry of Information and Communications (Radio Frequency Department).

 

2. Plan for the 890-915 MHz and 935-960 MHz frequency bands from September 16, 2026 as follows:

 

a) The 890-915 MHz and 935-960 MHz frequency bands are used to deploy public terrestrial mobile communication systems according to IMT-Advanced, IMT-2020 standards and subsequent versions using the FDD method;

 

b) The 890-915 MHz band is reserved for the uplink band, divided into 02 blocks D 1 and D 2 with widths of 10 MHz and 15 MHz respectively;

 

c) The 935-960 MHz band is reserved for the downlink band, divided into 02 blocks D 1 ' and D 2 ' with widths of 10 MHz and 15 MHz respectively;

 

d) Limit the maximum total bandwidth that a licensed organization uses in the 890-915 MHz and 935-960 MHz bands to 2x15 MHz according to the FDD method;

 

d) organizations licensed to use the frequency band in the bands 890-915 MHz and 935-960 MHz are responsible for coordinating with each other to prevent interference and handle harmful interference.

 

Article 3. Implementation provisions

 

1. This Circular takes effect from date….. month….. year…..

 

2. Mobile communications systems according to GSM standards that have been licensed for use on the 880-915 MHz and 925-960 MHz bands before the effective date of this Circular may continue to be used until the end of their term. license.

 

3. Abolish Clauses 2.1.4, 2.2.3, Article 1 and regulations related to the 880-915 MHz,925-960 MHz bands in Decision No. 25/2008/QD-BTTTT dated April 16, 2008 2008 of the Minister of Information and Communications on approving frequency band planning for Vietnam's digital cellular mobile communication systems in the frequency bands 821-960 MHz and 1710-2200 MHz.

 

4. Abolish regulations related to the 880-915 MHz and 925-960 MHz bands in Circular No. 04/2017/TT-BTTTT dated April 24, 2017 of the Minister of Information and Communications regulations Deploying the IMT mobile information system on the bands 824-835 MHz, 869-915 MHz, 925-960 MHz, 1710-1785 MHz, 1805-1880 MHz,1920-1980 MHz, 2110-2170 MHz.

 

5. Chief of Office, Director of the Radio Frequency Department, Heads of agencies and units under the Ministry of Information and Communications and relevant organizations and individuals are responsible for implementing this Circular.

 

6. During the implementation process, if there are any difficulties or problems, please promptly report them to the Ministry of Information and Communications (Radio Frequency Department) for consideration and resolution./.
