MIC Publishes Frequency Band Planning for IMT Mobile Communication System!

Spectrum planning for 1920-1980 MHz and 2110-2170 MHz for the IMT mobile communication system in Vietnam from November 27, 2023 in Vietnam.

 

On October 10, 2023, the Minister of Information and Communications of Vietnam issued Circular 12/2023/TT-BTTTT stipulating the spectrum planning for 1920-1980 MHz and 2110-2170 MHz for the IMT mobile communication system in Vietnam.

 

Circular 12/2023/TT-BTTTT applies to:

- organizations and individuals involved in the management and use of radio frequency spectrum;

- organizations and individuals that manufacture, import, and trade in radio equipment for use in Vietnam.

 

The scope of regulation of Circular 12/2023/TT-BTTTT:

The Circular plans the 1920-1980 MHz and 2110-2170 MHz bands for the deployment of mobile communication systems according to the IMT1 standard (including IMT-2000, IMT-Advanced, IMT-2020, and subsequent versions of mobile communication systems, following the definition of the International Telecommunication Union - ITU).

 

Pursuant to Article 2 of Circular 12/2023/TT-BTTTT stipulating the spectrum planning for 1920-1980 MHz and 2110-2170 MHz for the IMT mobile communication system in Vietnam as follows:

 

- The spectrum planning for 1920-1980 MHz and 2110-2170 MHz to deploy the IMT mobile communication system according to the IMT standard is as follows:

 

+ The 1920-1980 MHz band is allocated for the uplink band, divided into 4 blocks, B1, B2, B3, B4, with a bandwidth of 15 MHz each;

 

+ The 2110-2170 MHz band is allocated for the downlink band, divided into 4 blocks, B1', B2', B3', B4', with a bandwidth of 15 MHz each;

 

+ The maximum total bandwidth that an organization is granted to use in the 1920-1980 MHz and 2110-2170 MHz bands is 2x15 MHz using the frequency division duplex (FDD2) mode, except in the case of licensing the use of the block of frequencies being considered for relicensing that uses common radio frequencies in accordance with the provisions of Clause 4, Article 4 of the amended Law on Radio Frequencies in 2022.

 

- The 1920-1980 MHz and 2110-2170 MHz bands are used to deploy mobile communication systems according to the IMT-2000 standard and subsequent versions until September 14, 2028.

 

From September 15, 2028, these bands will be used to deploy mobile communication systems according to the IMT-Advanced standard and subsequent versions.

 

- organizations granted a license to use spectrum in the 1920-1980 MHz and 2110-2170 MHz bands are responsible for coordinating with each other to prevent harmful interference.

 

What are types of radio frequency master plan in Vietnam?

 

Pursuant to Clause 1 Article 11 of the Law on Radio Frequencies in 2009 (amended by Clause 2 Article 1 of the Law on Amendments to Some Articles of the Law on Radio Frequencies in 2022) stipulating as follows:

 

Types of radio frequency master plans; competence to approve and implement radio frequency master plans

 

Radio frequency master plans include:

 

a)National plan on the radio frequency spectrum, which is a master plan on the division of the radio frequency spectrum into frequency bands reserved for different radiocommunication services, prescribing use purposes and conditions for each frequency band:

 

b)Frequency band planning which is a planning for allocation of one or more frequency bands for a radio communication system, prescribing the allocation of such frequency band(s) to one or more users under specific conditions.

 

For the frequency bands dedicated to the public land mobile communication system according to the approved planning, the allocation shall cover maximum limit of the total bandwidth that a licensed organization may use in the planned band or within a specified band group;

 

c)Planning for division of frequency channels which is planning for the division of a frequency band into frequency channels for a specified radio-communication service according to a certain standard, prescribing the conditions for using such frequency channels;

 

d)Master plan on the use of frequency channels, which is a master plan on the arrangement and conditions for using frequency channels in a system for a specified radiocommunication service.

 

As regulations above, types of radio frequency master plan in Vietnam are:

 

1. National plan on the radio frequency spectrum;

 

2. Frequency band planning;

 

3. Planning for division of frequency channels;

 

4. Master plan on the use of frequency channels.

 

Who shall have competence to approve and implement radio frequency master plans in Vietnam?

 

Pursuant to Clause 2 Article 11 of the Law on Radio Frequencies in 2009 stipulating competence to approve and implement radio frequency master plans in Vietnam as follows:

 

- The Minister of Information and Communications shall formulate and submit to the Prime Minister for approval the national plan on the radio frequency spectrum;

 

- The Minister of Information and Communications shall approve master plans on frequency bands, the division of frequency channels or use of frequency channels based on the national plan on the radio frequency spectrum;

 

- The Minister of Information and Communications shall assume the prime responsibility for and coordinate with competent agencies in appraising the conformity of development master plans and plans of sectors using radio frequencies with radio frequency master plans.
