Germany Proposes EU Restriction on PFCAs

On October 6, 2017, Germany has lodged a report to the European Chemicals Agency (ECHA) proposing to restrict the manufacturing, use, placing on the market and import of C9-C14 perfluoroalkyl carboxylic acids (PFCAs), their salts and related substances

 

PFCAs are fire, heat, oil, grease, and water resistant and can be found in such consumer products as outdoor textiles, leather goods, baking papers, waterproofing agents and ski waxes.

 

The PFCAs included in the restriction proposal are PFNA; PFDA; PFUnDA; PFDoDA; PFTrDA; PFTDA; their salts and precursors, the details on the scope of the restriction as below:

1. Shall not be manufactured, used or placed on the market 

※ as substances, 

※ as constituents of other substances, 

※ in a mixture 

 

2. Articles or any parts thereof containing one of the substances shall not be placed on the market.

The conclusion of the dossier submitter’s risk assessment is that, despite that no intentional uses were identified so far, a restriction on a Union-wide basis is justified to reduce the release of these substances into the environment and to prevent any future manufacturing, placing on the market and use. This EU-wide measure may be the first step for global action.
