一. The U.S.

The US CPSC publishes industry guidelines

On August 10, 2017, CPSC, the consumer product safety commission, released "Fidget Spinner Business Guidance". According to the guidelines, Fingertip gyro first needs to determine whether the product is a general purpose product or a child's product, depending on the age of the target group (12 years old). 

 

1. For Fingertip gyro used for children aged 12 and below, they must meet the following test and label requirements:

1) The total lead content requirement

2) Lead content in paint

3) Phthalates limit requirements

4) American toy safety standard ASTM f963-16 requirements

5) The products and packages must be attached with a permanent traceability information.

6) Fingertip tops used by Children aged 12 and below must be provided by their manufacturers and importers with Children's Product Certificate (CPC) to prove that the Product meets the above requirements.

 

2. No mandatory CPSC requirements for fingertip tops for children under 12 years of age. However, if the product contains rechargeable batteries, it must ensure that the product can operate normally in the rated voltage, current and temperature. The CPSC advice containing rechargeable lithium battery fingertips gyro, whether general use product, or children's products, should be in line with the U.S. toy safety standards (ASTM F963-16) on the requirements of the rechargeable toy (section 4.25).

 

二. Brazil

The display will force the INMETRO

Brazil will control the size of a 13-65 inch, LCD TV, plasma TV, LED TV, and a TV screen that does not include a one-piece computer. The imported or locally produced TV will need to meet the requirements of safety, electromagnetic compatibility and energy consumption, obtain INMETRO certificate and register. At the same time, such products will be regulated by the market.

※  Relevant implementation schedule:

• From 1 October 2017: all imports and products produced in Brazil are subject to control.

• From 1 April 2018: manufacturers and importers shall not sell products that have not obtained certificates to wholesalers.

• October 1, 2018: no sales of unlicensed products shall be sold to consumers

 

三. Mexico

The IMEI mobile devices are subject to new regulations

Mexican authorities issued the IFT-011-2017 regulation on 25 July 2017.

The regulation will control mobile devices with international mobile device id (IMEI). All products exported and sold to Mexico need to be submitted to the international mobile device identification code (IMEI) list and certified.

The IFT-011-2017 regulation also requires that products with FM receivers be used for radio frequency

 

四. South Africa

NRCS modified the mandatory specification VC 8055 for electrical appliances

• simplify the product definition of this specification (chapter 1) : all electrical appliances with a voltage of no more than 600 Vac or Vdc.

• Add new products and remove parts that are regulated by other specifications. 

 

A:New:

1. The adoption of IEC/SANS 62368 for audio and information products

2. The continuous electrical system (UPS) shall conform to the SANS/IEC 62040-1

3. The power transformer, power supply device and similar products should conform to SANS/IEC 61558-1

4. The power converter for the solar system shall conform to the SANS/IEC 62109

 

B. Removal: lamps and lanterns, hand-held electric tools, mobile power tools. 

• Basic requirements are added to section 3.

• Modify the description of some of the requirements.

• Relevant implementation date:

a.) Expected date of entry: September 8, 2017

b.) Expected Mandatory Day: March 28, 2018

 

五. Taiwan

The National Communications commission announced that six products can apply for a simple declaration of conformity• On June 7, 2017, the Taiwan National Communications Commission (NCC) announced that since July 1, 2017, the following six telecommunications control RF equipment can apply for a simple declaration of conformity, except for composite products.6 products: Bluetooth mouse, Bluetooth keyboard, Bluetooth headset, Bluetooth self-timer, bluetooth touch pen, bluetooth speaker for dc power supply.

  

六. Hong Kong

The Hong Kong office of communications services will withdraw the 26GHz frequency band (24.25-27.5GHz) from 1 April 2019.

 

The Hong Kong Communications Affairs Authority issued a notice that the Hong Kong Communications Authority will announce that the 26 GHz band (24.25-27.5 GHz) will be withdrawn from April 1, 2019 and plans to use the available frequency bands in 26 GHz as the first band to provide 5G services on 21 March 2017, in order to prepare for the 5G service to be launched in 2020 to facilitate the effective allocation and use of the radio frequency band. 

 

七. Thailand

NBTC releases new standards for GSM/3G/LTE products

The new standard for GSM/3G/LTE products will be implemented on 29 April 2017 (standard number reference below) :

※ NTC TS 1004-2560 GSM Cellular Mobile
※ NTC TS 1015-2560 WCDMA Cellular Mobile
※ NTC TS 1027-2560 E-UTRA Cellular Mobile
The standard will have no effect on the issued certificate, but the certificate issued after April 29, 2017 will meet the new standard. 

 

The main changes:

GSM / 3G / LTE products include charger, battery, you need to provide TIS1561-2556 or IEC / EN60950 test report;
GSM / 3G / LTE products need to provide battery TIS 2217-2548 or IEC62133 test report;
The above changes apply only to handheld and mobile devices.

If the GSM/3G/LTE product contains the charger and battery, the test report of tis1561-2556 or IEC/EN60950 will be provided.

The above changes only apply to handheld and mobile devices.

  

八.China:

China 's consumer goods chemical hazards limit requirements

China national consumer safety standardization technical committee recently carried out for public comment about chemical hazards restrict requirements of consumer goods, mainly involved with toys, clothing and other consumer goods about 103 kinds of restrictions on chemical composition.

 In addition to the Chinese national standard (GB and GB/T), the requirements in the draft is based on certain international standards (mainly Europe) or regulations, such as EN 71-9, EN 71-12, REACH, Oeko-Tex- 2017, etc.

 

China 3C certification implementation rules for household and similar products (draft phase)

The implementation rules of G/TBT/N/CHN/1214 include the general requirements for household and similar product range, Certification model, the main process of certification, the general requirements of certification, certificates, the use of mandatory product certification mark, fees and so on. Among them, electric blanket, electric heating pad and similar heater are newly added products. The draft is likely to be enforced on August 1, 2018.
