Colombia 

Mandatory Type Approval requirements for data-only mobile terminal devices date was postpone 

On 20th  June 2017, the Colombian telecommunications authority Comisión de Regulación de Cominucaciones (CRC) published a new resolution (Resolución 5162 of 2017). The Resolución 5162 of 2017 confirms that the previous deadline by which to obtain LoNA (Letter of No Action) requests for data-only mobile terminals has been extended to 1st February 2018.

  

It remains the case that data-only mobile terminal devices for which a LoNA has already been obtained will be exempt from undergoing formal Type Approval after 1st February 2018. Such devices can continue to be imported into and commercialized in Colombia without need for further action.

 

Furthermore, where LoNA’s are not in place for data-only mobile terminal devices

(whether already commercialized within Colombian market or for future products), BACL recommend that manufacturers obtain a LoNA from the CRC prior to 1st February 2018. This will remove the need to seek formal Type Approval after this date.

It remains the case that mobile terminal devices with voice function require formal Type Approval at the CRC

 

India 

Clarifications regarding ETA/Import License requirements

The Indian Regulatory Wireless Regulatory Body (WPC) clarified the requirements for equipment type approval and import license on 21 March 2017, one main message from the clarifications is as follows:

 

Products for the same item manufactured with same model No. and specifications but manufactured in different countries are required for different ETAs. ETA for the equipments make, model No. &technical specifications/characteristics of manufacturing country may be relevant. This means that one certificate can only list one manufactured country. If the manufactured country does not match, it may have the risk of deduction.

 

Niger 

ARTP enables new type authentication schemes

The Nigerian authority ARTP has enabled the new type of certification scheme,This new scenario brings the following major changes:

  1. ※ Once the application is approved, ARTP will issue a formal certificate for the respected product.

  2. ※ The approved products apply a recognizable label is required

  3. ※ The applications for 2G, 3G, 4G and personal computer are required a sample.

  4. ※ The new certificate of compliance is valid for 10 years; renewal certificate is valid for 5 years.

  5. ※ Products that are currently sold in the market must be certified by the end of 2017 and marked to continue the legal sale. 

 

South Africa

SABS EMC certification scheme details was published 

The South African Bureau of Standards (SABS) published a new announcement that vendors can apply for SABS EMC CoC using test reports from an accredited lab (the SABS LAS - SABS Laboratories Authorization Scheme.)

  

The certification enforce date remains June 1st, 2017, and the application for SABS Certificates of Compliance via a paperwork is the only approach, before the online system implement on October 1st, 2017

 

Focus on:

  1. ※ There must be a local representative.

  2. ※ Fees: including test fee, application fee and annual fee.

  3. ※ Certificate is valid for 3 years.

     

  4. ※ The annual fee is payable at least three months before expiration of the annual anniversary date of the certificate of compliance. In the event that the payment is not made by the specified date, the SABS reserves the right to withdraw the certificate of compliance.

     

  5. ※ Once a certificate of compliance is no longer valid, a manufacturer may not use the said certificate in respect of its product(s). In that event, the manufacturer must, in writing, inform SABS of the volume of products that already in the market, to which a code relative the certificate of compliance has been applied. Subject to the product undergoing an appropriate reinstatement process, the SABS will re-instate a lapsed certificate of compliance at any time.

  7. ※ A manufacturer, who no longer wishes to utilize its certificate of compliance, or ceases to operate, must inform SABS by way of a written notice, delivered by hand or forwarded by registered mail to the head office address of SABS.

  9. ※ In addition to providing a test report by the LAS accredited laboratory, it is still accepted to send samples to the local (SABS) for testing.

  11. ※ SABS EMC CoC mainly controls non-telecommunications electronic equipment, the regulatory list has been published to the official website:

  13. ※ Surveillance of products in the market will be conducted periodically, starting from September 1st, 2017, the SABS and ICASA reserve all rights to take the necessary actions against laboratories and manufactures who are non-compliant.

     

Brazil

ANATEL Issued Regulation No. 493
The Brazilian National Communications Administration (ANATEL) issued Act no. 493 on 10th July 2017, which updates the requirements for Cell Phone Chargers.

 

Act no. 493 introduces new requirements for vehicle and wireless chargers that are

intended to be used with Cell Phones, listing them as Category I products (1 year

validity).

 

ANATEL Approval for vehicle chargers used with Cell Phones will become mandatory 180 days after the initial publication of Act no. 493, which would be 06th January 2018. A date has not been confirmed date for when Wireless Chargers will become mandatory for ANATEL approval under the new Act No. 493.

 

Testing will be carried out locally based on the requirements set out in the attached Act no. 493. The chargers will be required to test with the Cell Phone they are intended to be used with.
