On July 16, 2021, the new EU product safety regulation "Regulation (EU) 2019/1020" will officially come into effect and be enforced. The new regulations require that products with the CE mark need to have a person in the EU as the product compliance contact person(hereinafter referred to as the "EU responsible person"). Except for medical equipment, civil explosives, and certain elevators and ropeway installations, all products with the CE mark are within the scope of this regulation. After June 11, 2021, Amazon Europe will prohibit FBA shipments to the European Union if products with the CE mark have not declared the EU responsible person's information.

If the goods you sell carry the CE mark and are manufactured outside the EU, you need to ensure the following information before July 16, 2021:

a) Such goods have a responsible person in the EU;

b) Your products with the CE mark are affixed with the contact information of the person in charge. Such labels can be affixed to commodities, commodity packaging, packages or accompanying documents.

After July 16, 2021, it is an illegal act to sell CE-marked products in the EU without an EU responsible person.

CE mark definition：

The CE mark is a self-certification mark applied by the manufacturer to the product. The CE mark indicates that the product meets the health, safety and environmental protection standards of the European Economic Area (EEA). EU regulations require manufacturers of products with the CE mark to publish the EU Declaration of Conformity and draft technical documents

Responsible person of the EU：

The responsible person of the EU can be any of the following：

• The manufacturer or brand (if established in the European Union).

• Importers established in the European Union.

• An authorized representative established in the European Union, which is designated in writing by the manufacturer or brand as the responsible person.

• A delivery service provider established in the European Union.

The responsible person of the EU needs to perform all of the following actions

• Collect EU compliance declarations (or performance declarations) of the products, and ensure that the manufacturer or brand owner can provide other documents proving that the products comply with EU requirements in a language understood by the regulatory agency as required;

• In some cases, inform the corresponding agency of any risks that may be caused by the product;

• Cooperate with market surveillance agencies to ensure that the manufacturer or brand owner takes necessary corrective measures to correct any violations of the product.

Online sales of products are also applicable to the requirements of the European agency

Products sold online in the EU market or provided through other long-distance sales methods will be regarded as placing the product on the EU market, which are also applicable to the requirements of the European agency.

Punishment for violation of the requirements of European agency.

If it violates the requirements of the European agency., it will be regarded as a violation of the EU Directive 2019/1020, and the product will be suspended from the EU market.
