On August 10th,2017, BACL U.S. successfully expanded QVCN47:2015/BTTTT into our Vietnam MRA testing scope，That means BACL U.S. is able to perform the testing for all modes of a mobile phone, including:

※ 3G (QVCN15:2015/BTTTT)

※ 4G（QVCN47:2015/BTTTT EIRP>100mW）

※ BT /Wi-Fi 2.4GHz（QVCN54:2010/BTTTT)

※ Wi-Fi 5GHz (QVCN65:2010/BTTTT)

※ EMC（QVCN18:2015/BTTTT EIRP>60mW）

BACL U.S. is one of 3 oversea test labs which are accredited by Vietnam MIC for QVCN47:2015/BTTTT 

Vietnam MIC type approval for Introduction:

The Ministry of Information and Communications of the Socialist Republic of Vietnam,( MIC ) is the policy making and regulatory body in the fields of telecommunications; radio frequency; information technology, electronics; broadcasting; etc. management of related public services on behalf of the Government. MIC type approval regulates equipments in information technology and telecommunication industries which should comply with QCVN/TCN standards. The Vietnam Telecommunication Authority (VNTA) is the agency for MIC type approval. You can send your equipments in information technology and telecommunication industries to local designated testing laboratories or testing laboratories recognized by Vietnam under MRA.  The certification holder must be a local company, if you don’t have, we can perform as your local representative. 

Scope：Equipment in information technology and telecommunication industries

Procedure ：

Step 1. Clients prepare samples and document and send to BACL

Step 2. BACL perform testing and issue test reports

Step 3. BACL apply test reports and other documents to VNTA

Step 4. VNTA Review the test reports, once approved, VNTA will issue a formal certification 

To implement Circular 46/2016/TT-BTTTT of MIC Vietnam, VNTA has requested local laboratories to perform all the requirements of national technical regulations on radio devices and ITE (QCVN XXXX/BTTTT) including the requirements for spurious emissions. However, there are only few local laboratories can meet the full requirements of QCVN 54:2011/BTTTT (ETSI EN 300 328) and QCVN 65:2013/BTTTT (ETSI EN 301 893) and there are none local laboratory can carry out the full requirements for QCVN 12:2015/BTTTT (ETSI EN 301 511) and QCVN 15:2015/BTTTT (ETSI EN 301 908-2).

Therefore, since June 01 2017, VNTA has rejected all QCVN 12:2015/BTTTT and QCVN 15:2015/BTTTT reports of all local laboratories (including Vilas 060) for Type Approval certifications until further guidance issued by MIC Vietnam or VNTA. Importers may have trouble in importing GSM and W-CDMA terminal devices during this period. Affected device categories including but not limited to cell phones, 3G tablet, 3G laptop, warehouse W-CDMC terminal devices...

Up until the date of publication, VNTA still only accept the QCVN 12:2015/BTTTT and QCVN 5:2015/BTTTT test reports from 10 testing laboratories recognized by Vietnam under MRA. And BACL U.S. is one among them.

MIC Published Circular 42/2016 / TT-BTTTT on December 26, 2016, which will be enforce on October 1,2017 and will replace Circular 30/2011 / TT-BTTTT. 4G mobile phone will be required to comply with QVCN47:2015/BTTTT. And BACL U.S. is one of very few testing laboratories recognized by Vietnam under MRA who has authorization of QVCN47:2015/BTTTT.
